Execution of Congressional Duties

All members of Congress, during the execution of their duties, shall be restrained by and abide by all laws imposed upon the businesses and citizens of the United States.

They are protected from prosecution of most crimes save Treason, Felony and "Breach of the Peace" (whatever that is) by Article I, Section 6, second clause:

"They shall in all Cases, except Treason, Felony and Breach of the Peace, be privileged from Arrest during their Attendance at the Session of their respective Houses, and in going to and returning from the same;"

Of course it might affect their getting re-elected.

Congressman are protected while they are physically in the Congress or on the way there or return. This is the so-called "speech and debate" clause and basically protects their legislative activities. Otherwise, they are subject to the same laws as you and I, and in fact, they have ended up in jail. See William Jefferson, a Congressman found with $100,000 in his freezer. (A Harvard Law classmate of mine!)
