Congressional Representation Reform

Base the population represented by each Representative on the population of the smallest state (in this case, Wyoming). Each Representative would represent no more than the numerical value of Wyoming's population (Example: Wyoming has a population of 563,626 and would recieve one Representative; Vermont has a population of 625,741 and would recieve two Representatives). Also, the District of Columbia would recieve two Senators and two Representatives in Congress. The territories of American Samoa, Guam, and the Northern Mariana Islands would be merged with Hawaii in order to recieve representation (as each of those territories have significantly less population than Wyoming and would make the size of the newly-reformed House of Representatives astronomical). The territories of Puerto Rico and the United States Virgin Islands would be combined and recieve two Senators and five Representatives.
