All Acts, Bills, and Joint Resolutions passed by Congress, and all Orders and Regulations issued by the Executive Office (hereinafter, the Act), shall comprise of one and only one Subject, specified in the Title.
Only the Provisions of the Act that are germane to the Subject are valid; any other Provisions are unconstitutional and void.
If the Title addresses two or more subjects, then the entirety of the Act is unconstitutional and void.
Any person aggrieved by the enforcement of an Act or Provision of an Act so voided by this article shall have a Cause of Action against the United States of America to seek appropriate relief, including injunction against the enforcement of said Act or Provision, and the standard of review shall be de novo.
