Establish a Federal Court in D.C.

A federal court in D.C. should be established to put Congress under oathe to defend charges of unConstitutional behavior. The States in Constitutional Convention shall determine charges.

I gave you a vote because you are getting warmer. The people need need more effective oversight over the feds than we have now. But see my proposal for a more robust version of the same general idea: Split the Supreme Court in Two.
