Force U.S. manufacturing to keep jobs in U.S./force them back to U.S.

An Amendment that would 1) make it extremely difficult legally for American manufacturers to close down operations in U.S. and move them overseas (only allowed under certain, very specific circumstances); 2) force many corporation that have already moved operations overseas to bring their manufacturing operations back within the country. It could be done as a near absolute ban on such current practices, or through some sort of tax that makes overseas operations very cost-prohibitive.
