Constitutional Spending

1. No Bill of Attainder will be passed except for the specific purposes authorized by the Articles of the Constituion.

2. No Amendments to the Constitution will be allowed to change these specific purposes.

3. Current unConstitutional spending in the Federal budget will become the resonsibility of the several States.
