Allow regulation of political spending based on the rational basis test.

[Notwithstanding any other provision of law or this Constitution], Congress shall have the power to regulate, limit or or ban the spending of money or any other thing of value by any individual or entity on political campaigns, including political contributions and expenditures, as well as on lobbying, as long as such regulation, limitation, or ban is reasonably related to a rational governmental purpose.
