End Institutional Secrecy

Secret decisions and actions on the part of public institutions is not compatible with a democratic society. Henceforth all institutions of government and all legally recognized corporations must promptly satisfy requests for information unless it violates an individual citizen's right to privacy. "National Security" and "Proprietary" secrets are abolished.
