Change Congress procedures for voting on laws

Allow laws that have a signed petition from 30% of the chamber's elected officials to require that these laws be brought up for debate and a vote

Right now political parties and committee's in Congress have so much power. Its basically a pay to play system. Those who raise alot of money for the party get the important committee assignments. The majority leader's dictate what is allowed to be brought to the floor. Lets take some of this power away from them so that legislators have another way to get important legislation passed or at least debated.
