Constitutional Amendment Requiring 2 Year Budgets

All budgets disposed by Congress shall be for a period to coinside with the Term of Office of United States Representatives.
The 2-year budget can not be ammeded under any circumstances unless authorized by 2/3 of the States meeting in Constitutional Convdention.
