Abolish Corporal Punishment

Neither the Federal Government nor any State shall have the ability to sentence an individual to death, regardless of circumstances. For all prisoners currently on death row, the States must review all cases to ensure that the investigation and trial were conducted fairly. If DNA evidence is available, it must be examined with the utmost scrutiny. If evidence is discovered that raises any reasonable doubt about the suspect's guilt, the individual must be released from prison and adequately compensated.

The title should read "Abolish Capital Punishment." I sometimes get those terms confused.
