Specifically Enumerate Powers of Congress

The Constitution has been subject to abuse of government power through expansionist interpretation of the language describing powers delegated to the Congress. This language should be modified to specifically enumerate the powers of Congress to eliminate expansionist interpretations and restrict politicians' abilities to pander to the public by promising wealth redistribution schemes to garner votes.

CURRENT LANGUAGE: The Congress shall have power to lay and collect taxes, duties, imposts and excises, to pay the debts and provide for the common defense and general welfare of the United States; but all duties, imposts and excises shall be uniform throughout the United States;

PROPOSED LANGUAGE: The Congress shall have power to lay and collect taxes, duties, imposts and excises, to pay the debts and provide for the common defense and general welfare of the United States as specifically enumerated in this Constitution; but all duties, imposts and excises shall be uniform throughout the United States;
