RIght of repeal to the states and to the people

The power to repeal any federal law with a simple majority vote in 2/3rd of the states, or a 60% vote of the entire American citizen population or by a vote of 2/3rds of the state legislatures shall be ensured by the Constitution.
A recall vote for any elected official would be triggered by 35% of both houses of Congress, or by the Executive, or by petitions of 3/4rds of the state legislatures.
